Synopsis
This lecture is dedicated to an in-depth examination of the concept of participatory democracy and the practical mechanisms for involving citizens in decision-making processes at the local level. The course material includes a detailed comparative analysis of direct, representative, and deliberative forms of democracy, which helps clearly distinguish the roles of the community and government institutions in the modern political process.
Particular attention is paid to the “participation ladder” model and the levels of participation according to Council of Europe standards, which serve as the foundation for building effective dialogue between the government and society.
A practical toolkit is offered for conducting public consultations and implementing innovative methods of public oversight, based on citizens’ constitutional rights regarding the management of public affairs.
The material is presented as part of a series of courses focusing on issues of public administration, the development of local self-government, and the building of civil society. This approach helps students develop a comprehensive understanding of how interaction between an active community and a strategically oriented government contributes to improving the quality of governance decisions and strengthening democratic institutions.
